INTERNATIONAL ASPECTS OF WORK

In 1998 the Right of the Child in coalition of Russian NGOs,prepared the Alternative Report and submitted it to the UN Committee on the Rights of the Child. The Report included comments to the Second Russias State Periodical Report on the implementation of the UN Convention on the Rights of the Child in Russia in the years 1993-1997. The main suggestions of the Alternative Report were supported by the Russian government delegation in Geneva (September 1999), as well as by the UN Committee in its recommendations for Russian Federation (October 1999).

Boris Altshuler, the head of the Right of the Child, represented the Russian human rights community in the European Economic Summit-2001 in Zalsburg; participated in the number of OSCE sessions on human rights dimension; was invited to speak at the plenary session of the international Conference against torture and violence to children (Tampere, November 2001).

In the Fall 2002 on the request of the UN Committee on Economic, Cultural and Social Rights (CESCR) Right of Child wrote and submitted to CESCR the Preliminary Comments to the Russias IV Periodic State Report to CESCR with regards of observation of childrens rights in Russia (to these Comments we attached the English translation of the Russian Federation Prosecutor Generals Report on the drastic violation of laws guaranteeing the rights of children with disabilities).

In 2003 Boris Altshuler was asked by the UN Committee on Economic, Cultural and Social Rights (CESCR) to write an Alternative Report on the situation with social, economic and cultural right of children in the Russian Federation and to submit it to the Russian Session of CESCR on 17-18 November 2003. Actually there were written two chapters in the General Alternative Report of Russian NGOs to State IV Periodic Report: (1) Protection of children and young persons (about general crises of family and childhood in Russia) and (2) Situation of Disabled Children in Russia: Right to Education, Social Integration and Rehabilitation Special Report written in cooperation with two friendly NGOs.
